Explanation

Background: Ordinance No. 0245-2005 passed February 28, 2005 authorizing the City Attorney to acquire certain property rights, and to expend certain monies in connection with the Idlewild Drive Storm Sewer Project. The original amount of funding made available for this project was done so with the understanding that additional monies may be needed at a later date. The Department of Public Utilities has recently prepared legislation that transfers money within the Storm Sewer Bonds Fund for additional acquisition costs. It is now therefore necessary to establish a separated Auditor's Certificate to expend the aforementioned additional monies for payment of acquisition costs in connection with the Idlewild Drive Storm Sewer Project.


Fiscal Impact: The Department of Public Utilities, Division of Sewerage and Drainage has determined funding for this project will be from the Storm Sewer Bonds Fund. This legislation is contingent upon a separate transfer ordinance, which is being processed simultaneously, to provide funding for this increase.


Emergency Justification: Emergency action is requested to allow the acquisition of the parcels necessary for this project to proceed without delay.
