Explanation

Background:
This ordinance will enable the Director of Recreation and Parks to accept a grant from the Ohio Public Works Commission, and provide for the appropriation of said funds to the State Issue II Projects Grant Fund.

Grant monies will be used to purchase future parkland known as Alum Creek Riparian Protection - Sunbury and Morse Road. The grant award is for the fee simple purchase of approximately four (4) acres of open space. The project preserves headwater streams and protects water quality, preserves wetlands and streamside forest areas, protects habitat for plant and animal species, and supports comprehensive open space planning.

This ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up-to-date financial posting promotes accurate accounting and financial management. Emergency action is also necessary to have funding available for necessary expenditures.

Fiscal Impact:
$216,188.00 in grant funding will be used for the purchase of four (4) acres of open space at Sunbury and Morse Roads for future parkland.

The fiscal impact of this ordinance will be to reduce the State Issue II Projects Grant Fund's unappropriated balance by $216,188.00.

The expenditure of $216,188.00 is budgeted in the State Issue II Projects Grant Fund.
