APPLICANT: Western Property LLC, c/o Rebecca J. Mott; Plank Law Firm; 411 Town Street, Floor 2; Columbus, OH 43215.

PROPOSED USE: Mixed use development.

DEVELOPMENT COMMISSION RECOMMENDATION: Approval (6-0) on May 9, 2024.

CITY DEPARTMENTS' RECOMMENDATION: Approval. The 264.35± acre site consists of eight parcels developed with agriculture uses in the PUD-6, Planned United Development District and L-I, Limited Institutional District. The requested L-AR-12, Limited Apartment Residential District, CPD, Commercial Planned Development District, and L-I, Limited Institutional District will allow multi-unit residential, commercial, and institutional development, all in accordance with the submitted site plan. The site is within the planning area of the Interim Hayden Run Corridor Plan (2004), which includes “Neighborhood,” “Cluster Development,” and “Parkland” land use recommendations at this location, forming a subarea that calls for providing an opportunity for a variety of housing types within distance of retail uses and open space. The proposal includes a mix of single- and two-unit dwellings, townhouses, multi-unit residential uses, a commercial component, and a mix of public and private open space that is distributed throughout the development, and therefore staff are supportive of the proposed mix of uses. The proposed development increases the amount of open space adjacent to Heritage Trail, to the site’s southwest corner, consistent with Columbus Citywide Planning Policies (C2P2) Design Guidelines. Staff also supports text commitments related to townhouse design, setbacks, building orientation, and the placement of parking lots behind buildings to the greatest extent possible, all consistent with C2P2 Design Guidelines.
