Explanation

The purpose of this ordinance is to amend Section 111.01 of the Columbus City Codes pertaining to meetings of Council meetings and hearings. The amendment will allow the traditional legislative recess in August to be determined at an alternative time decided by Council.

Currently, Council takes a summer recess from regular meetings and hearings during the month of August, the month designated in the Columbus City Codes, Section 111.01. This year, and possibly going forward, Council would like to pilot a summer recess month in July. An amendment to Section 111.01 would be necessary to allow Council the flexibility to take the summer recess in a month other than August.

This amendment will offer several advantages to both Council internally and the public at large. It will avoid recurrent issues with processing legislation that arise when staff around the City are themselves inevitably on leave in early to mid-summer for personal and professional reasons, and provide a cleaner financial and accounting break by entering recess immediately following the end of the second fiscal quarter. This will serve residents, as legislation that provides resources for City programming and infrastructure can be executed in a more timely and efficient manner.
