Explanation
Background:  This legislation authorizes the Public Service Director to reimburse the Franklin County Engineer's Office for provision of right-of-way acquisition, design, and construction services for the Hayden Run Road/Cosgray Road intersection improvement project in the amount of $1,295,000.00.  The work is designated as element HR-1 in the Memorandum of Understanding that was authorized by Ordinance 1433-2004 passed by City Council on November 22, 2004.  This is the second half of a reimbursement in the amount of $2,600,000.00 which was agreed to in the MOU, the first half having been encumbered in 2006.
The project is 50% complete and will be completed in 2007.  The work consists of left-turn lanes at all four legs of the intersection.  The north leg also features a raised median for some distance from the intersection.  Construction also included curbs, gutters, sidewalks and multi-use paths, as well as new lighting, signalization, signage, and pavement striping.
Emergency action is requested so that payment can be made to Franklin County and this project can be completed in a timely manner and keep commitments made to the local community.
Fiscal Impact:  This project is budgeted in the 2006 Transportation Division CIB and funds are available within the Voted 1995, 1999, 2004 Streets and Highways Fund from the 2006 Bond Sale.

To authorize the Public Service Director to make payment to the Franklin County Engineer's Office for right-of-way acquisition, design and construction services for the Hayden Run Road/Cosgray Road intersection improvement project consistent with the Memorandum of Understanding for financial commitments for infrastructure improvements based on the Pay As We Grow Plan for the Hayden Run Corridor authorized by Ordinance 1433-2004; to authorize the expenditure of $1,295,000.00 from  the  1995, 1999, 2004 Voted Streets and Highways Fund; and to declare an emergency ($1,295,000.00).
