Title: To authorize the Director of the Recreation and Parks Department to enter into contract with Advanced Civil Design, Inc. for the Hoover Reservoir Amenities Project; to authorize the appropriation of $244,620.00 within the Recreation and Parks Permanent Improvement Fund; to authorize the transfer of $244,620.00 within the Recreation and Parks Permanent Improvement Fund; to authorize the expenditure of $244,620.00 from the Recreation and Parks Permanent Improvement Fund; and to declare an emergency. Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Advanced Civil Design, Inc. for the Hoover Reservoir Amenities Project. The contract amount is $194,620.00, with a contingency of $50,000.00, for a total of $244,620.00 being authorized by this ordinance.

The Hoover Amenities Project includes improvements at the Walnut Boat Ramp and the Mudflats Boardwalk at Hoover Reservoir. The work being performed under the Construction Manager at Risk portion of the project will be to demolish and replace the existing facilities at both locations. The construction management and inspection services being performed for this contract will include management of daily construction demands, inspections, and confirmation of the conformance of completed work. The vendor will also manage change orders and review pay applications for approval.

The onsite work for this project is expected to begin in the fall of 2025 and be completed in the spring of 2026.

Vendor Bid/Proposal Submissions (Office of Diversity and Inclusion designation status): Bids were advertised through Vendor Services and Bonfire, in accordance with City Code Section 329, on June 3, 2025 and received by the Recreation and Parks Department on June 25, 2025. Bids were received from the following companies:

Of note, professional services contracts are quality based selections and not based on price. Costs were not requested nor were they part of this evaluation.

In accordance with City Code, a selection team evaluated the proposals and recommended Advanced Civil Design, Inc. be selected to perform the work. The firm was chosen based on their referenced projects, experience, qualifications, availability, timeline and project approach.
