Explanation
Background:
This ordinance will authorize the Director of Recreation and Parks to enter into an agreement, for the charge of $1.00, with the Worthington Library Board for the City's "Right of First Refusal" for property adjacent to the Lazelle Woods Recreation Center.
Recreation and Parks is completing a new community center at 8140 Sancus Boulevard in Lazelle Woods Park. Adjacent to the park is a 3.8 acre site owned by the Worthington Libraries. The Worthington Library intends to develop a branch library at this location although no time frame has been established. Currently the Library Board has no intention of selling the property. It is, however, in the department's best interest to have a "Right of First Refusal" should this change and the Library Board decides to sell this property.

WHEREAS, 3.8 acres of property adjacent to the Lazelle Woods Recreation Center is currently owned by the Worthington Libraries; and,
WHEREAS, it is in the best interest of the City to have the right of first refusal to protect the City's interest in the future of this property; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Recreation and Parks Director be and he is hereby authorized to enter into a "Right of First Refusal" agreement, for the charge of $1.00, with the Worthington Board for property adjacent to the Lazelle Woods Recreation Center, currently owned by the Worthington Libraries.
SECTION 2. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
