Title: To authorize and direct the Finance and Management Director to modify a universal term contract with High Street Anchor Parking LLC for the option to obtain additional Rental Parking Spaces; and to declare an emergency.
Explanation

This ordinance authorizes a modification of an existing city-wide Universal Term Contract (UTC) to increase the option to purchase rental parking spaces from a maximum of 124 spaces to a maximum of 184 spaces. The purpose of the additional rental parking spaces is to replace parking spaces temporarily lost, for short term periods, due to ongoing construction projects in the City Hall campus area.
1. Amount of additional funds: The total estimated annual expenditure under the existing contract is $137,000. The additional estimated annual expenditure for the amended contract is under $20,000. The agencies using this contract must obtain approval to set aside from their own appropriations for their estimated expenditures.
2. Reason additional needs were not foreseen: The extent of the loss of parking spaces in the City's Gay Street, Ludlow and Key Card Lots due to planned construction projects in the City Hall campus area was not able to be determined at the time of the original solicitation and award of the this contract. Due to the need to temporarily close portions of the Key Card Parking Lot, Gay Street and Ludlow Alley Parking to accommodate construction of the Underground Utilities Renovation project and for future construction projects, substitute parking spaces must be acquired to accommodate vehicles normally parked in the City Hall campus parking lots.
3. Reason other procurement processes not used: The same service is required as originally bid but is to be modified to include the ability to lease additional types of rental spaces (rooftop, buddy, surface lot) as needed, and to provide for proration at the monthly rate, on a per diem basis, for parking spaces used for less than one month. No lower pricing or more attractive terms and conditions are available, at this time, from other proximate parking vendors.
