Explanation

Background
This ordinance authorizes the City Clerk to enter into a grant agreement with Warriors Karate Academy, Inc., a non-profit corporation, in support of EJs Warriors Summer Camps & Classes.

The Warriors Karate Academy program started in a church basement of Greater Glory Ministries in the Summer of 2013. Since then, it has grown into EJs Warriors Summer Camps & Classes which includes options of 5 Months of Karate Classes, 2 Day Camps, Warriors Karate Camp at Camp Kern, Youth Stipends/Employment, Tutoring, Free Monthly Family Sessions, Free Movie Nights & Game Nights, Girls Hour w/Sensei Destiny, Boys Hour, and transportation. Youth that are underfunded, at risk, are given waivers of 75 % or more in previous years of the program. Youth with behavioral issues are assisted with other programs from partners like OhioRise to cover remaining balances. The fund will help cover costs for most of the youth in the program to attend. Many who depend on participating or receiving stipends will have no other way to attend.

Measurements of success include results from Conflict Resolution assessments given at start and end of the program. Warriors Karate Academy aims to keep youth busy and steer away from crime, and or negative elements due to positive environment of the programs. Goals include growth from each child, in behavior, academics, and fitness, as well as in martial arts. Funds will be used to keep staff (personnel), and facilities for programming. Funds will also be used for youth transportation and supplies necessary for the program.

As part of delivering programming, Warriors Karate Academy will utilize a portion of the grant for distribution of food and non-alcoholic beverages. Council deems the aforementioned distribution to serve a public purpose in that it encourages participation in the programming for underserved youths.
