Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract for the Facilities Management Division with General Maintenance and Engineering Company, in the amount of $228,493.00 for the renovation of the roof at the Police Division Firing Range, 2609 McKinley Avenue. (The base bid was $218,493.00. After bids were received, the Police Division requested $10,000.00 be added to each base bid for potential lead abatement.) The current roof has been leaking. The renovation will consist of the replacement of the current roof with a granular-textured roof of modified bitumen asphalt. The contractor is to complete all work from October 1, 2005 through December 1, 2005, in order to accommodate the operational needs of the Firing Range. The roof will include a two-year workmanship guarantee from the contractor and a thirty-year workmanship and material guarantee per the Manufacturer's warranty.
Formal proposals were solicited on June 10, 2005. Six firms submitted proposals on June 21, 2005 as follows: (1 MBE*, 0 FBE).

It is the recommendation of the Facilities Management Division to award this contract to the most responsive and responsible bidder, General Maintenance and Engineering Company.
