Explanation
BACKGROUND: The Development Department, Neighborhood Services Division, had a Mayor's Emergency whereby ten structures within the City of Columbus have suffered fire damage or deteriorated to the point where they constitute a real threat to the health and safety of their respective neighborhoods. It is immediately necessary to raze these structures as soon as possible. Failure to do so may result in collateral damage to nearby structures or injury to local residents. A Mayor's Emergency Letter was approved and signed August 4, 2003.
The Ransom Company has been identified through an informal bid process as the contractor who will demolish the ten unsafe structures.

FISCAL IMPACT: Funds were included within the 2003 General Fund Budget for demolition of structures found to be public nuisances.

To authorize the Director of Development to enter into a contract with The Ransom Company for the demolition of structures found to be unsafe in accordance with the provisions of Columbus City Codes, 1959, pertaining to Emergency Waiver of Competitive Bidding; to authorize the expenditure of $65,572 from the General Fund; and to declare an emergency. ($65,572.00)

WHEREAS, the Mayor of the City of Columbus declared an emergency due to the deteriorated condition of ten structures; and
WHEREAS, informal bids to demolish these structures were received; and
