Title: To authorize and direct the supplemental appropriation of $46,392 from the unappropriated balance of the development services special revenue fund, $35,350 from the unappropriated balance of the water operating fund, $10,606 from the unappropriated balance of the electricity operating fund and $131,233 from the unappropriated balance of the technology services fund to provide for additional licenses, zoning map enhancements and maintenance costs to support the One Stop Shop, and to declare an emergency. Explanation
BACKGROUND:
This ordinance provides a supplemental appropriation of monies from unappropriated balances within various enterprise, internal service and special revenue funds to support software licenses, mapping enhancements, and hardware and software maintenance for the One Stop Shop. It is necessary to increase appropriation within these funds to acquire licenses for the Division of Water ($25,000) the Division of Electricity ($7,500), the Division of Sewers and Drains ($27,500), the Transportation Division ($20,000) and the Building Services Division ($7,500). Additional appropriation is also needed within the development services fund to purchase enhancements to the digital zoning map ($9,120). In addition, costs for hardware and software maintenance for the One Stop Shop need to be distributed across the city, prorated by installed licenses. Unbudgeted software and hardware maintenance will total an additional $34,612. Development general fund expenditures of $66,189 and development services fund expenditures of $116,334 are already budgeted.

These costs were negotiated at the end of 2002 and were not included in the 2003 budget appropriation. This ordinance will increase the appropriation within the Department of Technology's internal service fund by $131,233.

FISCAL IMPACT:
There is sufficient money in the unappropriated balances of the various funds to cover this supplemental appropriation. Within the general fund, the amount of $66,189 was budgeted in the 2003 budget. This ordinance has no impact on the general fund.

EMERGENCY:
There is an immediate need to appropriate funding for the Department of Technology in fiscal year 2003 to provide for additional licenses, zoning map enhancements and maintenance costs to support the One Stop Shop.
