Explanation
Background:
This ordinance authorizes the Public Service Director to enter into contracts for the Facilities Management Division in order to renovate the HVAC controls at the Columbus Health Department building at 240 Parsons Avenue. Due to serious time constraints, the Department is requesting a waiver of the competitive bidding provisions of the Columbus City Codes to enter into these contracts, not to exceed $120,000.00. Currently, the HVAC controls at the Health Department are sporadically inoperable. In the first two weeks of November 2004, the building's heating system was inoperable five separate days. If the heating system fails during colder weather, various Health Department programs could be jeopardized. Programs housed in the Health Department building include the Sexually Transmitted Disease, HIV/AIDS Clinic, the Tuberculosis Clinic, the Immunization Clinic, the Alcohol and Drug Abuse Program, the Women, Infant, and Children Program, and the Community Dental Program. It will be necessary for the Public Service Department, Facilities Management Division to select a contractor to perform an evaluation of the current system and then to select a contractor to renovate the system.
Emergency action is requested to allow this project to proceed as quickly as possible, thereby reducing the likelihood that heating will be lost in the building during cold weather, causing substantial disruption of important Health Department programs.
Fiscal Impact: This contract is not presently budgeted in the Facilities Management 2004 Capital Improvement Budget. However, the Facilities Management Division was able to cancel $244,117.50 from the ECCO Family Health Center project which has been completed. Therefore, $120,000.00 is available in the Facilities Management Capital Improvement Fund to complete the HVAC controls renovation at the Columbus Health Department.
