Explanation
It is the Transportation Division's responsibility to maintain the public rights-of-way throughout the City. Needed renovations to various curb, sidewalk and drainage infrastructure, roadway surfaces, Americans with Disabilities Act (ADA)-compliant curb ramps and other renovation concerns will enhance neighborhood appearance, provide better drainage of storm water and maintain a structurally sound roadway. The Miscellaneous Roadway Rehabilitation project involves the replacement of deteriorated and hazardous roadway infrastructure throughout the city. This unique project was bid and is being awarded for the first time. Formal competitive bids were received by the Transportation Division on September 22, 2006 as follows:
contractor / amount bid / majority/minority
G and G Cement Contractors / $341,740.00 / majority
Gaddis and Sons, Incorporated / $479,005.00 / minority
G. Marchi and Sons / $537,365.00 / majority
Decker Construction Company / $627,590.00 / majority
McDaniel's Construction Corporation / $812,548.90 / minority
It is recommended that the contract be awarded to G and G Cement Contractors, contract compliance number 31-0924129 (expires October 31, 2006) as the lowest, best, most responsive and most responsible bidder. The contract amount will be $500,000.00 based on the unit prices that were bid.
Construction inspection will be performed by Sidewalk and Permits Section personnel within the Transportation Division.
Fiscal Impact: Funding for this contract is available within the Transportation Division's 2006 Capital Improvement Budgets in the 1995, 1999, 2004 Voted Streets and Highways Fund in the Lane Avenue Improvement project. It is no longer needed in this project; this ordinance transfers $500,000.00 to the Roadway Improvements project to fund the pending contract.
Emergency action is requested to mitigate infrastructure-related safety hazards as soon as possible.
