Explanation
BACKGROUND
This ordinance authorizes the Franklin County Municipal Court Administrative and Presiding Judge to enter into contract with Alvis Inc., a non-profit agency, and authorizes the expenditure of up to $93,440.00 from the Municipal Court’s grant funds. The OneOhio Recovery Grant, which provides funding for recovery housing for defendants in need in the court, will fund this expense.
Alvis will provide women and their children with housing and utilities, case management, peer support, parenting classes, and any needed clinical substance use disorder or mental health treatment. Alvis will provide move-in kits for each client to ensure she has the necessary bedding, toiletries, and cleaning supplies.
Emergency Legislation is requested so that we can start the contract and provide assistance to those in need.
FISCAL IMPACT: Funds are available within the 2025 grant fund for this purpose.

To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into contract with Alvis for the provision of female housing to authorize the expenditure of up to an amount not to exceed $93,440.00 from the grant fund; and to declare an emergency. WHEREAS, the Court has determined that it is in its best interest to enter into contract with Alvis; and
WHEREAS, $93,440.00 is needed to provide for services; and
WHEREAS, an emergency exists in the usual daily operation of the court, in that it is immediately necessary for the Franklin County Municipal Court Judges to authorize the contract and authorize the expenditure for female housing with Alvis thereby preserving the public health, peace, property, safety and welfare; Now, Therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
