Explanation
BACKGROUND: This ordinance appropriates monies within the Community Development Block Grant Fund (CDBG) to various departments and offices of the government of the City of Columbus for the twelve months ending December 31, 2006. This year's CDBG appropriation is $33,648 more than the 2006 Action Plan (Ord. 1649-2005) due to an increase in interest earnings that must be remitted to HUD, as well as the CMAGE pay plan implementation. Year-end carryover monies will be used for this additional appropriation.
FISCAL IMPACT: This legislation is one of two which together total $12,267,525 for the 2006 CDBG programs. These amounts are supported by 2006 estimates of HUD entitlement awards, housing and economic development loan repayments, reprogramming of prior year projects, and other miscellaneous revenues.
This legislation is presented as an emergency for the effective implementation of 2006 CDBG programs.

To authorize an appropriation of $12,053,775 in various divisions and object levels of the Community Development Block Grant Fund, to provide funding for approved programs, and to declare an emergency ($12,053,775).

WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, in that it is immediately necessary to appropriate the aforementioned funds, thereby preserving the public health, peace, property, safety and welfare; Now, Therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That from the unappropriated monies in the fund known as the Community Development Block Grant Fund, Fund No. 248, Subfund 001, and from all monies estimated to come into said fund from any and all sources during the 12 months ending December 31, 2006, there be and hereby is appropriated to the following divisions the following sums:
