Explanation

Background:
This ordinance provides for the appropriation of funds from the unappropriated balance of the Recreation and Parks Private Leisure Assistance for Youth (P.L.A.Y.) Fund for scholarships in 2004.

This ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up-to-date financial posting promotes accurate accounting and financial management. Emergency legislation is also required to have funding available for necessary 2004 expenditures.

Fiscal Impact:
The fiscal impact of this ordinance will be to reduce the Private Leisure Assistance for Youth (P.L.A.Y.) Fund's unappropriated balance by $48,863.41.

The expenditure of $48,863.41is budgeted in the Recreation and Parks P.L.A.Y. Fund.

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to appropriate said funds to have funding available in 2004 for necessary expenditures; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1. That from the unappropriated monies in the Recreation and Parks Private Leisure Assistance for Youth (P.L.A.Y.) Fund No. 233, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2004, the sum of $48,863.41is appropriated to the Recreation and Parks Department, Department No. 51-01, as follows:
