Rezoning Application Z24-017

APPLICANT: Gordon Property Management LLC; c/o Jackson B. Reynolds, III, Atty.; 37 West Broad Street; Columbus, OH 43215.

PROPOSED USE: Commercial development.

DEVELOPMENT COMMISSION RECOMMENDATION: Approval (5-0) on July 11, 2024.

COLUMBUS SOUTH SIDE AREA COMMISSION RECOMMENDATION: Approval.

CITY DEPARTMENTS' RECOMMENDATION: Approval. The site consists of three parcels developed with warehouse and office uses in the C-4, Commercial District. The requested CPD, Commercial Planned Development District allows all C-4 uses for the building at 951 Frebis Avenue, and only allows an accessory parking lot on parcel 010-087188, as shown on the submitted site plan. . The CPD text establishes use restrictions and includes supplemental development standards that address site access and parking. The site is within boundaries of the South Side Plan (2014), which recommends “Neighborhood Commercial” land uses for this location and includes early adoption of Columbus Citywide Planning Policies (C2P2) Design Guidelines (2018). The proposed CPD district will not introduce an incompatible use to the area, and is consistent with the Plan’s recommendation for “Neighborhood Commercial” land uses. The site plan includes adequate landscaping and screening of the parking lot from Oakwood Avenue and adjacent residential properties, consistent with C2P2 Design Guidelines.
