Explanation
BACKGROUND: This ordinance authorizes the Director of Public Safety to enter into an agreement with the Capital Crossroads Special Improvement District of Columbus, Inc. (CCSID), to provide safety ambassadors for the areas around Columbus Commons, the Scioto Mile, and North Bank Park. The safety ambassadors will be hired by the CCSID to help Columbus Police and the Community Crime Patrol enforce park rules and ensure that visitors are safe using the park amenities.
The safety ambassadors are part of an overall security plan involving Columbus Police and the Community Crime Patrol to help protect the City's investment in the downtown area.
Emergency Designation: Emergency legislation is necessary in order to make funds available as soon as possible to properly provide a safe environment to the areas identified.
FISCAL IMPACT: This legislation authorizes the expenditure of $90,000.00 from Public Safety's 2011 General Fund operating budget to Capital Crossroads SID for the employment of downtown ambassadors for the Columbus Commons, the Scioto Mile, and North Bank Park. The funds for this ordinance will be transferred from savings in the Public Safety Department's jail contract with Franklin County.
