Explanation

This legislation authorizes the Executive Director of the Office of CelebrateOne, on behalf of the Mayor's Office, to modify the grant award with Urban Family Development Center, a non-profit corporation. The award utilizes funding from the Ohio Department of Medicaid Grant (G402600). This modification is necessary to continue the work, aimed at reducing the infant mortality rate in the City of Columbus, as the awarded amount needs increased to cover the services approved by the Ohio Department of Medicaid.

The contract is for the period of January 1st 2026 to June 30th 2027. This modification is to edit the awarded amount from $136,000.00 to $145,000.00 in Section 3 of Ordinance 0411-2026 and to change the amount awarded to CelebrateOne in section 4 to $985,000.24.There is no additional fiscal cost for this modification, as it is just a reorganization of the funds.This Ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of City Code pertaining to contract modifications.

The company is not debarred according to the System for Award Management of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

FISCAL IMPACT: There is no additional funding require so there is no further fiscal impact. The funding was allotted for the 2026 ODM MISP Grant Cycle by Ord. 0411-2026 for the 2026 calendar year, this is re-aligning awards, appropriations and expenditures of those funds.

EMERGENCY DESIGNATION: This ordinance is being submitted as an emergency in order to allow services to continue that will aid in reducing the infant mortality rate, per the goals of CelebrateOne and the Ohio Department of Medicaid Grant, for the health and prosperity of City of Columbus citizens.
