Explanation
BACKGROUND
This Ordinance authorizes the Director of the Department of Recreation and Parks, on behalf of the Central Ohio Area Agency on Aging (COAAA), to enter into contract with The Tony R. Wells Foundation, a non-profit corporation to act as the fiscal agent for the Shallow Rental Subsidy Pilot Program.
COAAA has been awarded funds from the Ohio Department of Aging to administer the Shallow Rental Subsidy Pilot Program. The COAAA Shallow Rental Subsidy Pilot Program is hoping to identify and assist renters ages 60 and older who are paying more than 50% of their total household income toward rent. Eligible participants will receive a monthly stipend toward their rent paid directly to the landlord. The goal of this pilot is to stabilize the housing for enrolled consumers for a period of 12 months by providing partial rental assistance to bridge the gap between income and housing costs. Payments are expected to begin in Summer 2024.
Approximately 25 individuals are expected to be served by this pilot program.
FISCAL IMPACT: The contract between the Wells Foundation and the Central Ohio Area Agency on Aging will extend to June 30, 2025. This agreement has a defined budget of $100,000 in rental subsidies plus the Wells Foundation Service Fee of $7,630.00.

EMERGENCY JUSTIFICATION: COAAA is requesting emergency justification to prevent any delay in the receipt of the rental subsidy payments by qualifying older adult tenants.
