Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to issue a purchase order to Atlantic Emergency Solutions to repair Columbus Fire Ladder 5 (BT27529), which was heavily damaged in a vehicular accident. A quote from the manufacturer's authorized repair dealer, Atlantic Emergency Solutions, has been received and approved by Fleet Management to commence repairs. The Division of Fire previously legislated these initial repairs via Ordinances 0007-2023 and 0125-2023. Upon further inspection of the ladder during secondary repairs, it was determined that additional materials and labor hours will be needed for the repair of the front bumper, and reconnection of the trailer, including running and testing new electrical and hydraulic lines, as well as fabrication of the hose bed, reel, air and siren mounts.

Emergency Designation: This legislation is to be declared an emergency measure so that the repairs of this front line response apparatus may commence as soon as possible, and avoid any supply chain delays.

FISCAL IMPACT: This ordinance authorizes an expenditure of $103,597.12 for the purchase of body repairs needed on Columbus Fire Division Ladder 5 (BT27529). Funds are available within the Fire Division's Safety Bond Fund for repair service. An amendment to the 2023 CIB and a transfer of funds is required to fund this service; this amendment is contingent upon approval of the 2023 Capital Improvement Budget.
