Explanation
BACKGROUND: Columbus Public Health has been awarded the HEALing Communities Grant from The Ohio State University, for the Alcohol and Drug Services (ADS) Division. This ordinance is needed to accept and appropriate $68,400.00 in grant money for the period of April 1, 2023 through October 31, 2023.
The purpose of this funding is to provide outreach support, guidance and harm reduction resources to faith based organizations that agree to operate as, “Designated Recovery Congregations”, under the Columbus and Franklin County Addiction Plan’s, CFCAP, Faith and Community subcommittee. These funds will be used to purchase Naloxone for distribution in the top zip codes for drug overdose incidents. The target population is adults who use drugs and/or alcohol.
This ordinance is submitted as an emergency as the grant period began April 1, 2023 and as to allow the financial transaction to be posted in the City's accounting system as soon as possible to expend the awarded funds and achieve the grant outcomes within the timeframe and deadlines of the grant as the grant was awarded May 5, 2023.
FISCAL IMPACT: The HEALing Communities Grant is fully funded by The Ohio State University and does not require a City match.
