Title
To urge the Congress of the United States of America to enact legislation to improve the federal background check system for firearm purchases and stop the purchase of firearms by criminals and other dangerous persons.
Body
WHEREAS, Columbus City Council and Mayor Michael B. Coleman respect the Second Amendment of the United States Constitution and the rights of law-abiding citizens to own and carry firearms for personal protection; and
WHEREAS, it is the sole responsibility of the Congress of the United States of America to establish federal laws regulating the sale and purchase of firearms; and
WHEREAS, the City of Columbus, law enforcement, civic and neighborhood leaders are working to reduce gun violence, protect citizens and ensure the safety of law enforcement personnel by enforcing existing gun laws; and
WHEREAS, in order to continue to reduce gun violence, congressional action is needed to improve the federal background check system intended to keep guns out of the hands of criminals and other dangerous people; and
WHEREAS, the current federal background check system for screening criminals and other dangerous people who attempt to purchase firearms is hampered by gaps that can prevent identification of people who are prohibited by existing federal law from buying a gun; and
WHEREAS, these gaps in the federal background check system also enable prohibited persons to circumvent the system entirely and purchase guns without a background check; and
WHEREAS, legislation to improve the federal gun background check system would not infringe upon the Second Amendment rights granted by the United States Constitution to own and carry firearms; now, therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBUS:
