Explanation
The Public Service Department, Transportation Division, is engaged in the North High Street - Flint Road to Delaware County Line project. This project will widen High Street by one lane in each direction, add sidewalks, curb ramps and update the traffic signals. Initial funding for acquisition-related activities in the amount of $265,000.00 was authorized by Ordinance 0426-1998 passed February 23, 1998. Acquisition for this project is nearly completed with one parcel remaining to be acquired. At this time it is necessary to increase the initial funding to allow acquisition-related activities to resume. This legislation authorizes the City Attorney to expend an additional $50,000.00 or so much thereof as may be necessary for the acquisition of fee simple title and lesser interests in and to property needed for this roadway improvement project.

Fiscal Impact: Additional acquisition-related expenses are currently estimated to be $50,000.00 for this project. These costs are not budgeted per se but have been identified and are available from the cancellation of $229,513.81 from an old construction contract (EL031299-002) that has been completed and for which the funds are no longer needed. This ordinance transfers funds as appropriate between projects within the 1995, 1999, 2004 Voted Streets and Highways Fund.

Emergency action is requested because right-of-way acquisition and utility relocation activities that traditionally require two (2) years to complete must be finished before construction can begin. Construction of this project is currently scheduled to begin in early 2008, and is necessary to be under construction in 2008 to blend into the ODOT improvement of US 23/I-270 interchange proposed for construction at this same time.
