To recognize the legacy of Billie M. Brown
 
 
Body
 
WHEREAS, in 1972, Billie M. Brown became the first Black Female Executive Director of Neighborhood House in the City of Columbus; and
 
WHEREAS, during her years of service at Neighborhood House, Mrs. Brown implemented group work activities, increased pre-school and day care programs, established summer camping, expanded programming to four sites, and organized neighborhood councils in ethnically-mixed communities; and
 
WHEREAS, her ability to develop innovative solutions to community programs is exemplified in Neighborhood House Child Care Programs utilizing the Cornell University Diagnostic Approach to foster each child's growth; and
 
WHEREAS, in 1976 Billie M. Brown brought national recognition to the Neighborhood House as one of the 200 agencies across the country selected to participate in the 1976 Bicentennial "Horizons On Display", a national project honoring local agencies providing effective responses to community needs; and
 
WHEREAS, Billie M. Brown was chosen as one of 300 delegates to attend the State Conference of the Ohio Commission for Children and was selected as one of 15 managers out of 200 nominated from across the country to participate in the Excellent Manager In Human Services project conducted by the National Assembly during 1985-1986; and
 
WHEREAS, she loved children, loved her community and loved families enough to give her life to insure affordable healthcare, in the neighborhood clinics.
 
WHEREAS, she had been an active parishioner of St. Philip's Episcopal Church for many years, often in a leadership capacity; now, therefore
 
BE RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Columbus City Council recognizes the legacy of Billie M. Brown.
 
BE IT FURTHER RESOLVED, a copy of this Resolution be presented to the family at the home-going service as a token of our esteem.
