Explanation

BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into contract with the Ohio State University Research Foundation. The contract will provide $112,173.00 from the General Fund for sponsorship of the Neighborhood Technical Assistance Program. This effort sponsors graduate student interns from the OSU City and Regional Planning masters program to provide technical assistance and support to neighborhood groups, civic associations and Area Commissions through the Department of Development, Neighborhood Liaison Program. Interns also support projects within city departments and divisions. This program also allows the interns to work with other Development Department staff on special projects. Graduate students provide technical planning and community development support while gaining valuable work experience. Funds from this contract are used by the OSU Research Foundation to support stipends for 9.5 students for three quarters and to cover administrative expenses associated with this project. OSU provides matching funds for stipends for 2.5 students and for the balance of the administrative overhead.

The legislation is presented as an emergency to allow the program to continue uninterrupted.

FISCAL IMPACT: Funding for this ordinance is contingent upon the passage of the Transfer Ordinance (2042-2005) and soliciting the Auditor to approve the legislation with this contingency. The amount of $112,173.00 will be provided through the 2005 General Fund for Development/Neighborhood Services/Area Commission and Intern Program Fund. A total of $112,173.00 was allocated to the Ohio State University Research Foundation to support the Neighborhood Technical Assistance Program.
