Explanation
1. BACKGROUND:
The Division of Support Services was granted funding through Franklin County Office of Homeland Security and Justice Programs to purchase 410 speaker microphones which will support a myriad of first responder agencies throughout the Central Ohio region in their daily operations and in the event of an emergency or disaster situation. The City of Columbus and Franklin County entered into an Intergovernmental Agreement, authorized by Resolution No. 169-08 and Ordinance 1691-2006, to enable this type of purchase. The expenditure for these 410 speaker microphones in the amount of $25,038.70 will be paid by Franklin County through the Homeland Security Grant (2007 UASI - Application 204).
Bid Information: The Purchasing Office has established a Universal Term Contract FL003597 for Motorola radio equipment and accessories with Motorola, Inc.
Emergency Designation: Emergency legislation is requested to expedite the process of the award from Franklin County Office of Homeland Security and Justice Programs.

2. FISCAL IMPACT: There is no fiscal impact for the General Fund Account. The Intergovernmental Agreement permits the City of Columbus and Franklin County to make federal sub-grant expenditures.

To authorize and direct the Director of Finance and Management, on behalf of the Division of Support Services, to execute those documents necessary for the purchase of Motorola speaker microphones for first responder agencies throughout the Central Ohio region from an established UTC with Motorola, Inc., utilizing the Homeland Security Grant, and to declare an emergency.
