Explanation

Background: This ordinance authorizes and directs the Finance Director to issue blanket purchase orders for various automotive equipment repair services for the Fleet Management Division without the use of formal competitive bidding. Given the diversity of the City's fleet, and the complexity of today's vehicles, it is not possible to anticipate all service requirements. Because these various automotive equipment services are not available from Universal Term Contracts (UTC's) and because these services must be procured within a short period of time, formal competitive bidding cannot always be accomplished. However, to ensure the best possible service prices, the Fleet Management Division solicits quotes by phone or in writing.

Fiscal Impact: This request is for $10,000.00. Appropriation is available in the Fleet Management Services Budget for this expenditure. Expenditures for like items and time frames in November through December were $24,607.00 in 2003 and $43,134.00 in 2002. Ordinance 1645-2004 passed Council on October 4, 2004, authorized $105,000 for similar automotive equipment services.

Emergency action is requested to ensure uninterrupted service repairs in order to maintain the City's rolling stock.
