Explanation
1. BACKGROUND
This legislation authorizes the Director of Public Utilities to modify the contract with Messer Construction Company, in connection with the Sewer Maintenance Operations Center (SMOC) Renovations.

This contract provides for an extensive renovation and expansion of the Sewer Maintenance Operations Center (SMOC) on Fairwood Avenue. The work includes constructing building addtions for office space and vehicle storage, demolition of building interiors and construction of new office space, renovation of building electrical and mechanical systems, installation of a surveillance laboratory and locker rooms, and improvements to parking areas, landscaping, utility services and security facilities.

This project is receiving financial assistance through the State of Ohio Water Pollution Control Loan Fund (WPCLF) loan CS392303-02, which is administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.

2. CONSTRUCTION CONTRACT MODIFICATION:
The amount requested under this ordinance is $908,000.00. This modification provides funding for work to revise and furnish office space necessary to accommodate moving the Division's engineering personnel to the SMOC facility from other locations, and for numerous revisions to the work that are needed to provide a complete and safe facility of optimum utility. The cost of the necessary additional work will be greater than the remaining contract contingency amount. The funding requested by this ordinance is an estimate of the cost of the additional work, plus a contingency amount to allow for possible unforeseen work that may be needed for the office. Any funding provided by this ordinance that is not needed will be cancelled from the Contract.

3. FISCAL IMPACT:
$500,000.00 of this contract modification will be funded with Supplemental Loan No. 4318, from the Ohio Water Development Authority. The remaining funds will be funded with proceeds from the unalloc...
