Explanation
BACKGROUND: The purpose of this legislation is to authorize the Director of the Department of Finance and Management to enter into a contract with Murphy Tractor and Equipment Co., Inc. for the purchase of two (2) Backhoe loaders and accessories for the Division of Water and the Division of Power. The Backhoes will be used by both divisions to conduct construction type work around water and power underground utilities and infrastructure. These purchases are approved by the Division of Fleet Management and will replace BT 23338 and BT 16550.
Southeastern Equipment Co., Inc. was the apparent low bidder. After review of submissions it was determined that Southeastern Equipment Co., Inc. was not offering exact make and model that was outlined in the bid specifications. Therefore, the Divisions of Water and Power recommends the award be made to Murphy Tractor and Equipment Co., Inc., bidding the exact make and model for an award amount of $327,495.00.
PROCUREMENT
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Codes Chapter 329 relating to competitive bidding (RFQ030211). Fifty-eight (58) vendors were solicited and two (2) majority bids were received, which were opened on May 15, 2025.

The certification of Murphy Tractor and Equipment Co., Inc. was in good standing at the time of the contract award.
