Title: To authorize the City Attorney's Office, Real Estate Division, to contract for professional services relative to the acquisition of fee simple title and lesser interests in and to property needed for the Roadway Improvements - Sancus Boulevard project; to authorize the City Auditor to appropriate $1,170,000.00 within the Federal Transportation Grants Fund; to authorize the City Attorney's Office, Real Estate Division, to negotiate with property owners to acquire the additional rights of way necessary to complete this project; to authorize the expenditure of $1,770,000.00 from the Federal Transportation Grant Fund and the Streets and Highways Bond Fund for the project; to repay any unused grant funds at the end of the grant period; and to declare an emergency. Explanation
1. BACKGROUND
The following ordinance authorizes the City Attorney's Office, Real Estate Division to hire professional services (e.g. surveys, title work, appraisals, etc.) and to negotiate with property owners to acquire the various property rights necessary to complete the Roadway Improvements - Sancus Boulevard project in the Far North Planning Area (32).

The Department of Public Service is engaged in the Roadway Improvements - Sancus Boulevard project. The project will add a shared use path along Sancus Boulevard between Worthington Woods Boulevard and Lazelle Road. Further improvements include the addition of a center turn lane where necessary, pavement rehabilitation, shared use path, sidewalk, traffic signal replacements, and street lighting.

The cost to acquire the right-of-way needed to complete the project is estimated at $1,770,000.00. If the cost to acquire the needed right-of-way should exceed this estimate, additional legislation will be submitted to Council requesting the needed funding.

Ordinance 2495-2024 authorized the Director of Public Service, on behalf of the City of Columbus, to submit MORPC Attributable Funds roadway improvement project applications to the Mid-Ohio Regional Planning Commission for consideration for funding within the Transportation Improvement Program; and to authorize the Director of Public Service to execute project agreements for the Sancus Boulevard project.

The Department of Public Service is currently finalizing construction plans and is prepared to authorize right-of-way acquisition pending passage of this funding legislation.

2. FISCAL IMPACT
This is a reimbursable expense of $1,170,000.00 for this project within the Federal Transportation Grant Fund, Fund 7765, Grant #G592512 (Sancus Boulevard Upgrade 115768). Funds need to be appropriated.

The remaining balance of $600,000.00 is budgeted and available within the Streets and Highways Bond Fund, Fund 7704. Funds are appropriated.
