Explanation

BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a contract with St. Stephens Community House to continue support of the Material Assistance Program. The total amount of the contract is $127,581.00.

This ordinance represents a program to be funded following the Department of Development's competitive procurement process. The legislation targets a social service agency that will provide help to families and households through access to material assistance and emergency services. In addition, the city supports programs and activities so that the greater population is assured access to information, technical and other community assistance. The St. Stephen's Community House Material Assistance Program provides food, clothing, counseling and other emergency services.

This ordinance is an emergency due to these agencies accruing program expenses associated with operations.

FISCAL IMPACT: In 2006, a total of $3,303,292.00 has been allocated to fund social service programs through the General Fund.

WHEREAS, the Director of the Department of Development desires to enter into a contract with St. Stephens Community House for the continued support of the Material Assistance Program; and

WHEREAS, the Material Assistance Program provides emergency food, clothing, counseling and other emergency services; and
