Explanation

Council Variance Application: CV15-074

APPLICANT: Lykens Companies; c/o Donald Plank, Atty.; Plank Law Firm; 145 East Rich Street, 3rd Floor; Columbus, OH 43215.

PROPOSED USE: Multi-unit residential development.

ITALIAN VILLAGE COMMISSION RECOMMENDATION: Approval.

CITY DEPARTMENTS' RECOMMENDATION: Approval. The subject site consists of two development subareas separated by Detroit Avenue that were zoned to the AR-1, and AR-3, Apartment Residential Districts with Ordinance No. 1922-2015, passed July 27, 2015 (Z15-019). Concurrent Council variance Ordinance No. 1924-2015, passed July 27, 2015 (CV15-020), permitted reduced development standards for this urban infill project. The applicant has changed the development plans for the north subarea (Site A) to convert an existing 2-story brick industrial building into 20 apartment units with a 19-space surface parking lot in the AR-3 district. The former proposal was for conversion of the industrial building into 18 apartment units and interior parking, with construction of an attached 3-story, 13-unit apartment building with interior parking. The south subarea (Site B) proposes a four-unit dwelling and 4-car detached garage in the AR-1 District, and remains unchanged from the former proposal. Variances are requested for required parking (from 36 required spaces to 23 spaces), vision clearance, setbacks, lot coverage, and yard and area standards. The proposed development will replace a potentially incompatible industrial site with multi-unit residential development in a predominantly residential neighborhood. The request is consistent with recent infill development projects in historic urban areas. The revised proposal represents a decrease of 11 units, lessens variances for parking reduction and vision clearance, and removes variances for maximum lot coverage on Site A.
