Explanation

BACKGROUND:
This ordinance authorizes the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into a contract with Alere Toxicology Services and authorizes the expenditure of up to $25,000 for drug screening of urine samples. House Bill 86 requires that the Municipal and County courts must work together when people are on probation in each court simultaneously. Each court currently uses the same vendor for this service which enables them to receive the results from both sides. The courts need to have access to the test results for the individual probationers regardless of which court tested them.

Alere Toxicology Services contract compliance is 720846066 and expires 2/5/16.

FISCAL IMPACT: There are sufficient funds available within theIndigent Drivers Alcohol Treatment fund to support the requested expense for 2014.

This legislation is considered an emergency measure to ensure the continuation of uninterrupted payments for drug testing of urine samples.

WHEREAS, the Franklin County Municipal Court is in need of drug testing of urine samples from Alere Toxicology Services; and

WHEREAS, $25,000.00 is needed to provide for services during the period through August 1, 2015; and

WHEREAS, this ordinance is requested as an emergency to permit the timely procurement of needed services and to ensure the continuation of uninterrupted payments to the vendor; and

WHEREAS, an emergency exists in the usual daily operation of the city, in that it is immediately necessary to contract and expense for drug testing of urine samples with Alere Toxicology Services thereby preserving the public he...
