Explanation
BACKGROUND: This ordinance authorizes the Director of the Office of Diversity and Inclusion to enter into a not-for-profit service agreement with Our Brothers Keepers for the purposes of empowering youth by equipping them with the skills, resources, and mentorship needed to succeed as entrepreneurs. The program targets young individuals who face significant barriers, including those from underserved communities, low-income families, and environments with high rates of crime or educational disadvantage. The City lacks the personnel to provide such programming through existing City employees.
Emergency action is requested in order to provide Our Brothers Keepers with the resources necessary to avoid any delay in the delivery of youth programming.
FISCAL IMPACT: Funding in the amount of $80,000.00 is available within the General Fund.

WHEREAS, the city has seen an increased need to support youth through impactful programming and access to resources; and
WHEREAS, Our Brothers Keepers has provided support, training, mentorship, and opportunities; and
WHEREAS, The Mayor and City Council are committed to improving economic stability, stronger health and wellbeing, and safer, more resilient neighborhoods; and
WHEREAS, an emergency exists in the usual daily operation of the Office of Diversity and Inclusion that it is immediately necessary to authorize the Director to enter into a not-for-profit service agreement with Our Brothers Keepers to allow it to administer a youth entrepreneur program that will equip youth with the skills, resources, and mentorship needed to succeed as entrepreneurs to avoid delay in the delivery of youth programming, for the immediate preservation of the public heal...
