Explanation
This legislation authorizes the Public Service Director to enter into a contract with G & G Cement Contractors for the Sidewalk Installation Program Phase IV project and to pay associated construction inspection costs. This improvement details the construction of sidewalks and wheelchair ramps at various locations throughout the City of Columbus. This project has been given 270 calendar days to construct. The Notice to Proceed is estimated at September 15, 2003, with a completion date of May 15, 2004. This project was advertised in The Columbus City Bulletin and by Dodge Reports and was let by the Transportation Division. Five (5) bids were received (4 majority, 1 minority) and tabulated on July 3, 2003 as follows:

G & G Cement Contractors $ 767,345.95
McDaniels Construction Corporation, Inc.* $ 846,412.93
Decker Construction $ 898,212.73
Columbus Asphalt Paving Company $ 969,815.53
G. Marchi and Sons $1,091,159.56

The Transportation Division recommends a bid award to G & G Cement Contractors, CC No. 31-0924129 (expires 12/18/2005) as the lowest, best, most responsive, and most responsible bidder as determined using responsible contractor award criteria. Construction inspection is budgeted at $69,061.14.

FISCAL IMPACT: Funds are budgeted and available in the 1995, 1999 Voted Streets and Highways Fund sidewalk project.

EMERGENCY action is requested for the immediate execution of the contract for the earliest possible start of construction.
