BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTC) for the option to purchase Traffic Signal Strain Pole Equipment with SIGNALSERVICE, Inc. and Path Master Inc. The Division of Traffic Management is the sole user for strain poles. Strain Poles and their equipment are used as supports for traffic signals. The term of the two (2) proposed option contracts would be approximately three (3) years, expiring 12/31/2027, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on October 31, 2024. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO002726.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329.18 relating to competitive bidding (Request for Quotation No. RFQ028868). Two (2) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

SIGNALSERVICE, Inc., CC#032981 expires 7/16/2025, Items# 1-32 & 39, $1.00
Path Master Inc., CC# 006583 expires 12/6/2024, Items# 35-38 & 40, $1.00
No bids were received on items# 33, 34, 41 & 42. These will be bid informally as needed.
Total Estimated Annual Expenditure: $125,000.00, Division of Traffic Management, the sole user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because these items will need to be available by 12/31/2024.

The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
