Explanation

BACKGROUND:

This ordinance establishes the authorized strength for all city departments and divisions as reflected in the 2006 Operating Budget as amended. These personnel levels represent budgeted strength in most divisions, with some exceptions to allow a reallocation of budgeted funds or to reflect personnel fluctuations as with the uniformed forces.

FISCAL IMPACT: At this time, all changes in authorized strength will not require additional 2006 funding above the amended budget amount. The Departments will utilize existing 2006 funds for positions not originally considered within the amended 2006 Budget. Due to financial constraints, not all positions in each division's authorized strength can be supported with approved 2006 funding. In cases where funding does not fully support authorized strength, maximum authorized strength cannot be reached unless supplemental funding becomes available.

EMERGENCY: Emergency action is needed for this ordinance to allow it to become effective with the 2006 Budget Ordinance, as amended.

WHEREAS, this ordinance establishes the authorized strength for all city departments and divisions as reflected in the 2006 Operating Budget as amended, and

WHEREAS, an emergency exists in the usual daily operation of the City of Columbus in that it is immediately necessary to establish a new authorized strength ordinance, to properly align the authorized strength for departments and divisions with budget authority and to reflect various needs within the city, to provide for the efficient operation of the city, and for the immediate preservation of the public health, peace, property, safety and welfare; Now, Therefore
