Explanation

BACKGROUND:
This ordinance amends the current authorized strength, as set forth in ordinance 0192-2009, by amending the strength of various general, other, and grant fund agencies to be consistent with the 2009 adopted budget. In the case of general fund agencies, strength levels are set to be consistent with the 2009 budget as adopted by City Council (which includes the budgets of the Departments of Health and Recreation and Parks). Authorized strength levels of non-general fund agencies are set to be consistent with the 2009 budget, which was adopted as proposed.

This ordinance also amends the authorized strength to be consistent with the Department of Development's recently authorized reorganization, as set forth in ordinance 0313-2009, which passed on March 9th, 2009. The reorganization takes effect on 12:00 a.m., April 1st, 2009.

FISCAL IMPACT:
There is no fiscal impact with passage of this ordinance.

WHEREAS, an emergency exists in the usual daily operation of the City of Columbus in that it is immediately necessary to establish a new authorized strength ordinance to provide for the efficient operation of the city, and for the immediate preservation of the public health, peace, property, safety and welfare; Now, Therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

SECTION 1. That pursuant to Section 14, of the City Charter, the maximum number of officers and employees authorized to be employed within the various Departments, Boards and Offices of the City and hereby fixed and established as follows:
