Explanation
BACKGROUND: This ordinance authorizes the transfer of $350,000.00 from the Emergency Human Services Fund, Fund 232 and $150,000.00 from the Housing Trust Fund, Fund 236, to the Health Special Revenue Fund in order to supplement 2009 funding for the Columbus Neighborhood Health Centers.
Emergency action is requested to make these funds available for immediate use.
FISCAL IMPACT: That funding for this ordinance is made available from the City's Emergency Human Services Fund and Housing Trust Fund.
Available resources in the Emergency Human Services Fund and the Housing Trust Fund will be reduced by $350,000 and $150,000, respectively, as a result of this transfer to the Health Special Revenue Fund.

WHEREAS, the City of Columbus annually supports the Columbus Neighborhood Health Center network; and
WHEREAS, this network of centers provide critical, life-saving services to Columbus residents in need; and
WHEREAS, the City of Columbus, like many cities throughout the United States, is experiencing a severe economic downturn thereby lowering the City of Columbus' income tax revenue stream; and
WHEREAS, the lower income tax revenue stream has had a direct affect on the City of Columbus' General Fund; and
WHEREAS, this economic downturn has increased the demand on the critical services offered by the Columbus Neighborhood Health Centers; and
WHEREAS, the transfer of additional funds to the Department of Health is needed to help support the Columbus Neighborhood Health Center network; and
