Explanation
The 2006 City budget includes funds to create summer job opportunities for Columbus youth. During the budget process City Council added $500,000 to the Jobs Growth Fund as part of its amendments. This legislation authorizes an appropriation of $26,190 of these funds to the Office of Education. The funding is needed for advertising, training, transportation, office supplies, computer/printer and professional services. The City of Columbus and Franklin County Youth Works program will train and employ approximately 2000 youth ages 14 to 18 beginning March 13, 2006.
Emergency Action is necessary to allow the Office of Education to start implementation into the City of Columbus and Franklin County Youth Works Program for summer employment.
FISCAL IMPACT:
These funds are budgeted within the 2006 Jobs Growth Fund and will reduce the fund by $26,190.

WHEREAS; City Council amended the 2006 budget to include $500,000 in the Job Growth Initiatives Fund for summer youth employment; and
WHEREAS, The City of Columbus desires to create more jobs for its youth; and
WHEREAS, Council deems it an appropriate use of the Jobs Growth Fund to support this effort; and
WHEREAS, emergency action is necessary to allow the implementation of this program in a timely manner; and
WHEREAS, an emergency exists in the usual daily operation of the Office of Education in that it is immediately necessary to appropriate these funds from the Jobs Growth Fund to the Office of Education for various services and supplies and implementing the City of Columbus and Franklin County Youth Works Program and for the immediate preservation of the public health, peace, property, safety and welfare; Now Therefore,
