Title: To authorize and direct the Columbus Health Department to accept additional funds from the Franklin County Board of Commissioners in the amount of $600,000.00 for the continued operation of the Ben Franklin Tuberculosis Clinic; to authorize the appropriation of $600,000.00 from the unappropriated balance of the Health Department Grants Fund, and to declare an emergency. Explanation

BACKGROUND: The Franklin County Board of Commissioners has a need to continue the operation of a tuberculosis clinic for the detection, surveillance, and containment of tuberculosis. The Columbus Health Department has been awarded additional funds from the Franklin County Board of Commissioners in the amount of $600,000.00 for the continued operation of the Ben Franklin Tuberculosis Clinic through December 31, 2011.

Emergency action is requested to allow the financial transaction to be posted in the City's accounting system
as soon as possible. Up to date financial posting promotes accurate accounting and financial management.

FISCAL IMPACT: This program is entirely funded by the Franklin County Board of Commissioners and is budgeted in the 2011 Health Department Grants Fund. This grant will not generate revenue or require a City match.

WHEREAS, $600,000.00 in additional grant funds have been made available through the Franklin County Board of Commissioners for the continued operation of the Ben Franklin Tuberculosis Clinic at the Columbus Health Department; and,

WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,
