Explanation
1. Background
The City of Columbus, Department of Public Service, received a request from EMH&T Engineers, Surveyors, Planners, Scientists on behalf of the owner, Board of Education Grandview Heights, asking that the City allow three encroachment easement areas into the public right-of-way. The encroachments consist of a 6-foot chain-link fence, bleachers, and shed for the athletic complex along the south side of Fairview Avenue. These elements will extend into the public right-of-way as described below and shown on the attached exhibit.

The following legislation authorizes the Director of the Department of Public Service to execute those documents necessary for the city to grant these encroachments and legally allow these elements to remain and be installed within the public rights-of-way. Allowing these elements to extend into the public right-of-way will permit the complex to provide safety to the public and to allow ADA access around the area as part of the design. A $500.00 value for the encroachment easements was established.

2. Fiscal Impact
The City will receive a total of $500.00, to be deposited in Fund 7748, Project P537650, for granting the requested encroachment.
