Explanation

Background:
This ordinance will provide adequate funding for expenditures in conjunction with the Recreation and Parks Department's metalsmithing program for the remainder of 2003.

Columbus College of Art and Design

Columbus Arts Marketing Association
Local media for press coverage
Signage at the Cultural Arts Center studios

The sole proposal received by the August 20, 2003 deadline was from the current metalsmith instructor, Kristi Kloss. Upon its review, it is recommended that the services of Kristi Kloss, 43 East Markison Avenue, Columbus, Ohio, 43207, be secured, as she best meets the qualifications and needs of the department. A contract with Kristi Kloss (DE 041458) in the amount of $18,280.00 ($14,110.00 expended) expired 8/16/2003 and the additional funding required will exceed the $20,000.00 limit, thereby requiring this legislation.

This ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up-to-date financial posting promotes accurate accounting and financial management. Emergency legislation is also required to have funding available for necessary expenditures.

Fiscal Impact:
$8,500.00 is required and budgeted from the Recreation and Parks Operating Fund to meet the financial obligation of these expenditures.
