Rezoning Application Z23-010

APPLICANT: National Church Residences; c/o Matt Bierlein, Atty.; 2335 North Bank Drive; Columbus, OH 43220.

PROPOSED USE: Multi-unit residential development.

DEVELOPMENT COMMISSION RECOMMENDATION: Approval (4-0) on August 8, 2024.

NEAR EAST AREA COMMISSION RECOMMENDATION: Approval.

CITY DEPARTMENTS' RECOMMENDATION: Approval. The 1.07± acre site consists of one undeveloped parcel in the R-2F, Residential District and one parcel developed with a parking lot in the CPD, Commercial Planned Development District. The site is subject to Ordinance #0348-2023 (CV22-145), filed for a competitive funding process by the U.S. Department of Housing and Urban Development, and was conditioned on this follow-up rezoning request to the AR-O, Apartment Office District. The site is within the planning boundaries of the Near East Area Plan (2005), which does not contain a specific land use recommendation for this location, however, the Plan does state that in general, housing types and density should be consistent with the housing types and densities found in the surrounding area. Staff supports the request as it will replace an existing surface parking lot, and meets the City’s objective to provide more housing in all areas of the City. Concurrent Council Variance (Ordinance #2322-2024; CV24-054) proposes an 84-unit apartment building, and includes a use variance to allow the existing parking lot to remain until redevelopment of the site, with additional variances to building and parking setbacks, required parking, and side yard.
