Explanation
The Public Service Department, Transportation Division, is pursuing the installation of streetlights at the intersection of West Fifth Avenue and Lakeshore Drive. This intersection is presently unlighted and poses a danger to pedestrian and vehicular traffic generated by nearby offices and apartments. This location is on a COTA bus route. This improvement was prompted by a citizen request that the City install a traffic signal at this location or convert it to a four-way stop from the existing arrangement whereby only Lakeshore Drive traffic is required to stop. This location does not meet the warrants specified within the Ohio Manual of Uniform Traffic Control Devices for either a signal installation or modification to a four-way stop. The installation of streetlights will improve sight distances from dusk to dawn and serve to advertise the presence of intersecting traffic to drivers and pedestrians.
The design and installation of these streetlights will be performed by the Public Utilities Department, Power and Water Electricity Division. This ordinance authorizes the expenditure of up to $20,000.00 to reimburse the Power and Water Electricity Division's operating fund for its force account design and installation expenses. Installation will be completed in 2006.
Fiscal Impact: The projected cost of this improvement is $20,000.00. Funds for this purpose in the amount of $13,000.00 are budgeted and available within the Transportation Division's 2005 Capital Improvements Budget in the 1995, 1999, 2004 Streets and Highways Fund in the Pedestrian Safety Improvements project. Funds in the amount of $7,000.00 are budgeted and available within the Power and Water Division's 2005 Capital Improvements Budget in the 1995, 1999 Voted Street Lighting and Electricity Distribution Improvements Fund in the Miscellaneous Street Lighting project.
