Explanation
This ordinance authorizes the Director of the Department of Development to enter into a grant agreement with Volunteers of America Ohio & Indiana, a non-profit corporation, to assist in the construction of the Family Focused Recovery program treatment facility in an amount up to $500,000.00. Approval is also requested for reimbursement of construction expenses incurred prior to execution of the purchase order, starting January 1, 2024.
The certified residential substance use disorder treatment facility for women and their children, located at 81 South 5th Street in downtown Columbus, will fill a crucial need by providing a safe space and welcoming environment for mothers to recover from substance use disorder and have healthy children.
The program will provide residential treatment with comprehensive support for up to 26 women, who can continue to live with their children while participating in services.
FISCAL IMPACT: Funding in the amount of $500,000.00 is available in 2024 Capital Improvement Budget, Affordable Housing Bond fund. An amendment to the 2024 Capital Budget is required to establish sufficient budget authority for the project.
CONTRACT COMPLIANCE: the vendor number is 028131 and expires 08/22/2025.
