Explanation
The Transportation Division is responsible for maintaining the City's roadway system through a viable preventive maintenance program. A micro-surfacing project is needed to prevent premature deterioration of the City's roadways. The Transportation Division will perform inspection services at a cost of $41,750.00. This project was bid in compliance with the City Code and was advertised in the City Bulletin. Formal competitive bids were received and tabulated on June 10, 2004, as follows:

The Transportation Division recommends acceptance of the bid submitted by American Pavements, Incorporated, CC No. 31-1409601, Exp. 01/29/2006, as the lowest, best, most responsive, and most responsible bidder. This ordinance authorizes the Public Service Director to enter into contract for the Transportation Division with American Pavements, Inc., for micro-resurfacing.
Fiscal Impact: The Transportation Division budgeted for micro-resurfacing within the $15.5 million set aside for the resurfacing program in the 2004 Capital Improvements Budget. This ordinance will authorize and expenditure of $737,601.12. Approximately $317,492.78 was spent on micro-surfacing in 2003.
Emergency action is requested to allow this project to commence and be completed this construction season.
