Title: To waive the appropriate section of the Columbus City Codes, and to authorize and direct the Executive Director of Recreation and Parks to issue Block Party Permits for Greater Columbus Arts Council and COSI for more than (5) consecutive days once their street closure applications have been approved.
Explanation

Background: This ordinance will waive the provisions of Section 923.03 (c) of the Columbus City Codes, which would prohibit the closure of streets for a period of time exceeding five (5) days, for the purpose of allowing the 2006 Columbus Arts Festival on downtown streets, to be held from May 31through June 5 and the Center of Science and Industry (COSI) to conduct their Big Machines event involving the placement of large machinery on Washington Boulevard from Broad Street to Town Street to be held from July 7 through July 17 and to conduct their Farm Days event from July 25 through July 31.

WHEREAS, the Columbus Arts Festival is to be held on downtown streets from May 31through June 5 and the Center of Science and Industry (COSI) will conduct their Big Machines event involving the placement of large machinery on Washington Boulevard from Broad Street to Town Street to be held from July 7 through July 17 and conduct their Farm Days event from July 25 through July 31, and

WHEREAS, the Greater Columbus Arts Council and the Center for Science and Industry plan to submit an application with the Columbus Recreation and Parks Department for a Block Party Permit to close public streets necessary to conduct the 2006 Columbus Arts Festival and COSI's two outdoor machinery exhibits, and

WHEREAS, the duration of the streets for the 2006 Columbus Arts Festival and COSI's two outdoor machinery exhibits will exceed the maximum allowable closure period of five (5) consecutive days, as contained in Section 923.03 (c) of the Columbus City Codes, and
